Yes. MenuLook supports waitlist-only setups, but when reservations are enabled the waitlist can also work as a fallback if no suitable time is available.

Does this work with QR tables and branch settings?

Yes. Availability is based on your branch timezone and the seat capacities you define on reservable QR tables.
